Action Replay Central is a Game Enhancer centered website which was started sometime in 1993. It hosts homebrewed codes for three systems: Gamecube, Playstation 2, and Nintendo DS. It also hosts a small number of FAQ's. As its code database is small (in comparison to GSCentral) it's sort of like a GSHI that focuses on next Gen consoles. Since it allows GSCentral to host it's codes the forums are probably the main draw to the site.
